The Obama administration will enforce a new air quality requirement that decreases by 20 percent the maximum quantity of soot launched into the air from smokestacks, diesel trucks and other sources of pollution in its first significant regulation since the Nov. 6 election. The Environmental Protection Agency is set to reveal the new standard on Friday, satisfying a court due date in a suit by 11 states and public health groups. An authorities who was briefed on the rule said the brand-new yearly requirement will be 12 micrograms per cubic meter of air, down from the present 15 micrograms per cubic meter.
